In accordance with the requirements of the Notice of the General Office of the Ministry of Industry and Information Technology, General Office of the National Development and Reform Commission, General Office of the Ministry of Finance, General Office of the General Office of the State Administration of Market Regulation on Carrying out the Pilot Demonstration Action of Intelligent Manufacturing in 2022 (the Connecting Letter of the Administration of Industry and Information Technology [2022] No.248), the application for the pilot demonstration action of intelligent Manufacturing is now carried out. The relevant notice is as follows:

I. Contents of pilot demonstration

Select a number of excellent intelligent manufacturing scenarios, build a number of intelligent manufacturing demonstration factories in a "revealing-list" way, set up a number of industries and fields in the vanguard, and promote the high-quality development of intelligent manufacturing. The Implementation Plan of Intelligent Manufacturing Pilot Demonstration Action is detailed in Annex 1.

Ii. Declaration conditions

(1) The applicant shall be an enterprise registered in Shenzhen City (including Shenzhen-Shantou Special Cooperation Zone), with independent legal entity status (in case of special circumstances in industries such as petroleum, petrochemical and non-ferrous metals, branch offices of legal entity shall be allowed to declare), with good economic returns and good credit record in the past three years. Entities that have undertaken the task of disclosing smart manufacturing demonstration factories will not repeat the declaration.

(2) The intelligent manufacturing level of the applicant should be in a leading position in China and have a strong demonstration and leading role. The key technologies and equipment and industrial software used must be safe and controllable, and the solutions must be free from intellectual property disputes.

(3) The applicant of the demonstration plant shall conduct self-assessment of the maturity of intelligent manufacturing capability through the Intelligent manufacturing Data Resources Public Service Platform (http://miit-imps.com). It should meet the national standard GB/T39116-2020 "Intelligent Manufacturing Capability Maturity Model" level 2 or above or meet the requirements of the relevant industry intelligent manufacturing guidance documents.

(4) The applicant is willing to actively cooperate with the on-site evaluation and publicity summary, and actively promote typical experience.

(5) In the application materials, the demonstration factory shall describe the construction scene in detail, be prominent, concise and logical, provide reference and guide innovation from the implementation methods and implementation elements, and have strong readability, without involving state secrets, trade secrets and other contents. The description of each scene should be no more than 3000 words and can be illustrated with pictures.

(6) The applicant has not suffered a major or extremely large production safety accident or a major or extremely large environmental accident in the past three years, and has not violated any laws or regulations.

Iii. Declaration requirements

(1) The subject of application shall make online application through the Intelligent Manufacturing Data Resources Public Service Platform (http://miit-imps.com), and the paper version shall be the same as the content filled in online. Application materials shall be prepared by referring to the Reference Guide for Typical Scenes of Intelligent Manufacturing (Annex 2) and the Task of Revealing the List of Intelligent Manufacturing Demonstration Factories (Annex 3).

(2) The applicant shall complete the online declaration before October 24, 2022, and submit the paper version of the declaration (in duplicate) to the Municipal Bureau of Industry and Information Technology before 18:00, October 28, 2022. The applicant shall be responsible for the authenticity of the declaration content. The paper version of the declaration materials shall be subject to the delivery time, and the deadline will not be accepted. The application materials shall be stamped with official seal on the front page and riding seam, as well as relevant qualification documents.

(3) The applicant shall choose one of the excellent scenes of intelligent manufacturing and the demonstration factory of intelligent manufacturing to declare.

(4) All district (New District, Shenzhen-Shantou Special Cooperation Zone) industrial and information administration departments should actively organize enterprises within their jurisdiction to apply.
